PENALTY POINT SYSTEM FOR TRAFFIC VIOLATIONS

Hyderabad traffic Police are set to cross another historic milestone by launching Penalty Point System for Traffic Violations in our quest to improve Road Safety and reduce journey times through process-based enforcement against Traffic Violations. This will entail automatic suspension of driving licenses in case of frequent violations.

The Penalty Point System is being introduced for the first time in India to inculcate self-discipline among commuters with a view to transforming Hyderabad city into a safe place for commuting and a delightful place for driving. The implementation of the Penalty Point System shall come into effect from 01.08.2017.

The Government of Telangana issued a G.O Ms. No. 26, Dt.24-4-2017 of Transport, Roads & Buildings (Tr.I) Department which introduced the system of penalty points for the Traffic Violations under the M.V. Act. G.O. Rule No. 4 & 5

(4) Suspension of Driving License:

(i) At any point of time, if the cumulative tally of the penalty points accrued by a driver having a license exceeds the limit of twelve (12) points during the preceding block period of 24 months, his/her driving license shall be suspended for a period of one year from the date of accrual of twelve points. On suspension of the driving license, the accrued penalty points shall cease to subsist.

(ii) If a person, whose license has been suspended and later revoked after completion of one year period under Rule 45-A(4)(i), again accrues twelve (12) points subsequently, the driving license of such person shall be suspended for a period of 2 years from the date of accrual of the said twelve (12) points. On further repetition of accumulation of 12 points every time, the driving license shall be suspended for a period of 3 years.

(5) Cancellation of learner’s license: If a person holding a learner’s license accrues five (5) points during the validity period of the learner’s license, such learner’s license shall be canceled forthwith. The person whose learner’s license has been canceled shall be eligible for re-issue of a fresh Learner’s License on the production of a certificate of learning driving as prescribed from a recognized school or establishment.

Road Sense or Rules

• Keep on your left, allowing the vehicles from the opposite direction to pass.
•Give way to traffic on your right, especially at road junctions and round abouts.
• While turning either left or right, give way to vehicles going straight.
• While turning left, keep to the left side and turn close to the left side of the road to  which you enter.
• Slow down at the junctions, intersections and pedestrian crossings. Also slow down near school zones, temple areas etc., where a lot of pedestrians and vehicle traffic move. Give signals before you make any manoeuvre, indicating your intention, so that the other road users can adjust accordingly.
• At junctions, do not block the free lefts
• In case traffic jams, be patient. Do not cross the median and block the opposite lane.
• Always use a helmet if on a two-wheeler and always check that the strap is fixed properly.
• Stick to the given speed limit and remember that speed limit is related to the traffic condition.
• Keep enough distance from the vehicle ahead to avoid collision.
• Yellow lines should not be crossed under any condition.
• At junctions or intersections, never park the vehicle beyond the stop line.
• At pedestrian crossings always remember that the pedestrian has the right of way.
• At the signal, do not stop your vehicle on the Pedestrian Crossing.
• Two-wheelers are meant only for two. Third person is not allowed, even children.
• Do not move your vehicle on the amber light. Wait for the light to turn green.
• Overtake only from the right side of a vehicle. Never overtake on bridges, narrow roads, junctions, school zones and pedestrian crossings.
• Do not drive in a zig-zag manner.
• Do not honk and create noise pollution
