Finance Department (FD), Government of Maharashtra, has decided to receive payments electronically. e-payment is a mode of payment in addition to the conventional methods of payment offered by the Government of Maharashtra. The acceptance of online payment of Maharashtra State’s Taxes through the internet portals of various banks have been developed, without having any implication on the existing procedure of the executive and accounting agencies of the Department.

To avail of this facility, the taxpayer is required to have a net-banking account with any of the banks listed by the government on this site. The facility of Payment Across the Bank Counter is made available (with limited Banks) for those who do not have a net banking account with Bank participating in GRAS.

GRAS Mahakosh Payment Without Registration

The purpose of this document is to provide complete details about the module “Payment without Registration”. It will help the user to make payment of Government taxes and non-taxes.

The target audience is unregistered user/ Guest user. This module has been developed taking into consideration the requirement of the user.

Step 1 – Go to GRAS Mahakosh website

Step 2 – Click on Pay without registration as shown in the below image.

This module is meant for the unregistered user who wants to use the online payment system without registration. The user approaches portal and selects the Pay without Registration option given below in the Categories from the index menu. After selecting the option user gets the screen for Challan payment

Step 3 – A new page will open as shown in the below image

Step 4 – There are four departments available select a department or you can enter your department

Step 5 – After submitting the department a new page will open as shown in the below image

Step 6 – Enter Department details

Step 7 – Enter Account details and payeer details as shown in the below image

Step 8 – Enter payment details and then click on submit

GRAS Mahakosh payment without registration process

  • Select Payment without registration option from the index menu Categories. Then Payment without registration screen is displayed for user interaction.
  • Select the Payment Mode e-payment
    • E- Payment – It can be used to make direct payment to the Government using the banks Internet payment gateways.
  • In the left pane user selects the options given below
    • Department- Select Department from the dropdown list. On the selection of the Department respective department list is populated.
    • Payment type – Select the Payment Type from the dropdown list. After selecting Department and type of payment, respective Scheme name list is populated.
    • Scheme name – Select Scheme name from the dropdown list. Once the Payment type and scheme name is selected, the objects of taxes under which tax can be collected are displayed.
    • District – Select the District from the dropdown list where the user wants to make payment.
    • Office Name – Select the ‘Office Name’ from the dropdown list related to the above selected location.
    • Period (Year) – Select year, Current Financial year selects by default.

Note: Else, user can pay taxes for the last 2 previous years and 2 next financial years by selecting proper year. Based on the mode of payment user selects the period.

The following options are available for the period

1) Annual: This option is used for Annual payment.

2) Half Yearly: It is semiannual period or payable twice each year.

User selects any one period,

April – September

October – March

Quarterly: It is divided into four intervals. User selects any one interval as per the requirement,

April–June July–

September

October–December

January – March

Monthly: User selects any month between (April – March).

Specific: It is specific period for the payment. The dates are displayed in the calendar format. User selects the date as per the requirement.

One time: This option is used for onetime payment only. The payment will be effective from the date on which the payment is made.

User enters the amount of tax in which the user intends to pay under each object. User selects the Object and enters the amount in the given field.

User Personal Details

In the right pane, user enters the personal details given below,

  • Tax ID – Tax ID of the user.
  • PAN – PAN (Permanent account number) of the user issued by Income tax department (if required).
  • Name – Full name of the user.
  • Block no. / Premises – Contact address of the user.
  • Locality/Road – Locality name and Road name of the address.
  • Area /City –City/ Area name of the user.
  • Pin no. – PIN of the city or Area.
  • Mobile no. – Mobile Number of user.
  • Remarks – User can enter any remark in the given field as per the requirement.

Payment Details

  • Selects Bank from the dropdown list which user has Internet enabled bank account. .
  • Select Submit option to submit the challan.
  • User can select Reset option to re-enter the challan. The new blank challan is displayed.
  • On Selection of Submit option the draft challan screen is displayed

Select Proceed for Payment option to continue the process of the payment. User can Cancel option to cancel the form. User gets previous screen to re –enter the challan details

The system generates GRN Number

Note: Government Reference Number (GRN) is generated on the Challan to uniquely identify the payment to be made by the user. GRN should be quoted for any further enquiry. Therefore, user must ensure that 18 digit GRN generated is properly noted and saved.

Then Select Ok option. User gets the bank screen.

If the user is Retail User/individual user then user should enter the Internet Banking Log-in ID and Password issued by the respective Bank and login into bank account.

Enter the User Id and Login Password issued by the respective Bank.

Then User gets the payment detail screen form bank side. The process is completed and the user will be directed to challan format.

GRAS Mahakosh – How to Pay With Registered User

Step 1Go to GRAS Mahakosh website

Step 2 – User is able to get registered on the system after filling ‘New registration’ form. The user
approaches portal and selects the New Registration option given below in the Categories
index menu. User gets the screen for registration

Step 3 – Fill the details, Screen details as shown below

  1. Contact Information: Contact information of the user.
  2. Personal Information: Personal information of the user.
  3. Save Button: To save the registration form.
  4. Reset Button: To clear the form and to re-enter the registration form.
  5. Home Button: To display index home screen.
  6. Menu Bar: A menu bar is a horizontal strip that contains lists of available menus for
    a certain program.
  7. User Name: Displays name on the top of the screen.
  8. Last Login Date and Time: Displays last login date and time of the login.

Step 4 – Fill up the Registration details as shown below

Registration Details: User who wants to use the system frequently is able to register on
the system. All the details related to ‘New Registration’ are listed below.
Process:

  1. Select New Registration option from the index menu Categories.
  2. New Registration screen is displayed for user interaction.
  3. Enter Contact Information and Personal Information.
  4. In the contact information user enters the field given below-
    • Full Name: Full name of the user.
    • District: District from where the user wants to make payment.
    • Town/ City/ Area/Locality: Town/ City/ Area/Locality name of the address.
    • Road/ Street/ Post Office: Road/ Street/ Post office name of the address.
    • Premises/ Building/ Village: Premises/ Building/ Village name of the user.
    • Flat/Door/ Block No.: Flat/Door/ Block Number of the user.
    • PIN: PIN of the city or Area.
    • Contact Number (Landline): Contact number of the user. In the Contact number, user enters STD code (if user enters Phone no. Field) Enter Phone No. (Landline number): landline number of the user. Enter Mobile No.: Mobile number of the user.
    • Email ID: E -mail Id of the user.
    • Alternate Email ID: Alternate E -mail Id of the user if any.
    • PAN: PAN (Permanent account number) of the user issued by income tax department

Step 5 – Enter the personal details as shown below

User can create any name of his choice; he desires to use that name login into the system. The user needs to remember this name every time whenever he wants to access his account on GRAS afterwards. The system autochecks the availability of that user name and displays the same. If the user name chosen by the user is already taken before; the user is prompted to choose another user name; till the time he chooses unique user name.

Note: Name should be in the small letters.

  • Password: Appropriate password to login (User can create his own password for the login).
  • Re-enter Password: Re-enter same password for confirmation.
  • Security Question: Security question is used in case user forgets the user id and password; to retrieve his account. User selects the question from the drop down list.
  • Answer: Enter appropriate answer for that question in the given field.
  • Word Verification: Recognize the word and enter in the given field .The System displays some characters that the user has to enter in the text box provided.

Step 6 – After entering Contact information and Personal details user click on Save option to save the entered information.

Step 7 – User gets the confirmation message of successful account created. Then select Ok option.

Step 8 – User will be redirected to home screen, enter defined User Name and Password in the given field.

Step 9 – After entering User Name and Password, User selects Login option.

Step 10 – After registration, by default user gets the personal details on the screen. Registered user gets the following facilities

  • Home tab: To see and verify the personal details and confirm his own account also to get the view of last 10 transactions made from the account and to check the status of the Challan and repeat the payment with minimal fields.
  • Make Payment tab: To add more profiles for different department and various Tax IDs and locations.
  • Payee Profile tab: To update user’s profile information.
  • Challan History tab: To view history of payment transactions and print any/all historical challans paid by the user.
  • Change Password tab: To change the password of the user account.
  • Logout tab: To logout from the user account.

You can select the preferred options to complete either new payment or to check challan history or to repeat a payment.

How to Search & Verify Challan For Registered User in GRAS Mahakosh

Step 1 – To “Verify” the challan user must login with defined User Name and Password.

Step 2 – After login, To view last 10 transaction click on link “Click here to see last 10 transactions”.

Step 3 – When user point the mouse pointer on GRN explanatory message is displayed.

Step 4 – Select the respective GRN to view the challan.

Step 5 – Before selecting GRN please check “Payment verification with Bank”

Note: Payment verification with Bank

  • If GRAS site receive the Bank CIN from Bank site, then Payment verification with bank is shown as “-” and user can click on GRN No. to view the challan.
  • In case of successful payment (i.e. Customer account debited in bank but Bank CIN not updated on GRAS site), Please update the bank CIN by clicking on “Verify”
  • Click on “GRN” to verify
  • Since GRAS site has not received Bank CIN from Bank site, hence challan will not be able to view and a screen will appear

Step 6 – Click on “Verify” or “GRN”

step 7 – Click on Close Option

Step 8 – Go to Home Page you will notice

Note:

  • Payment verification with bank is shown “-” and status Successful.
  • Click on GRN, user can view the Challan Refer

Step 9 – Click on “GRN” to view the challan

How to Search Challan in GRAS Mahakosh

  • To view Challan history (Search challan)
  • Select Challan History tab.
  • User is able to check the number of Challan created Period wise, Department wise, Pay-Type wise, Status wise, amount wise and Tax ID wise using this option.
  • Select From Date and To Date as per the requirement with the help of given calendar.
  • Select Pay Type from the list.
  • Select Tax ID from the drop down list, user can see the number of Challan made for that particular tax ID.
  • Select Status of the challan from the list.
  • Enter amount range of the payment in From Amount and To Amount fields.
  • Select Show option, user gets the history of all previous transactions as per the selection of date and Pay Type.

How to Search & Verify Challan For Unregistered User In GRAS Mahakosh

Step 1 – Go to GRAS Mahakosh

Step 2 – Click on search challan as shown in the below image

Step 3 – A new page will open

Setp 4 – fill up all the required details as given below for reference

  • Department- Select Department printed on challan from the dropdown list.
  • District/Treasury – Select the District/Treasury printed on challan from the dropdown list.
  • Bank – Select Bank printed on challan from the dropdown list
  • Amount – Enter the Amount of challan

Note:

User gets the challan details only when user knows either one option from following options:

  1. GRN No : User must know the GRN Government Reference Number (GRN) generated on the Challan to uniquely identify the payment to be made by the user. (18 digit GRN generated is properly noted and saved) (OR)
  2. Bank CIN: User gets bank CIN No. of that respective bank after the successful completion of the transaction. CIN (Challan Identification Number) is generated as an acknowledgement for payment made online. If user does not remember CIN then please check it in respective bank transaction by login net banking account of respective bank.
  3. Click on “Search Button” to get the details of challan.

Step 5 – A new screen will appear

Note:

  • In case of successful payment (i.e. Customer account debited in bank but Bank CIN not updated on GRAS site), Please update the bank CIN by clicking on “Verify”

Step 6 – Click on “Verify” link.

Step 7 – Again follow the same process of search challan. Click on “search button” user will get screen

Note:

  • If GRAS site receive the Bank CIN from Bank site, then Payment verification with bank is shown as “Verified” and user can click on GRN No. to view the challan.
  • Click on GRN No. user will get screen for the format of chllan. The process is completed.
